I remain held down by a steel necklace to the base of a flagpole while the flags of Argentina, Chile, Uruguay, Paraguay, Bolivia, Peru, Brazil, Colombia, Venezuela, Panamá, Nicaragua, Honduras, Guatemala, Mexico, Haiti, Dominican Republic, Ecuador, Surinam, Costa Rica, El Salvador, and Cuba, are hoisted for 1 hour each. These are the countries in Latin America and the Caribbean that have endured – and in some cases are still enduring totalitarian regimes – most of which have been supported by U.S. Army School of the Americas also known as the Western Hemisphere Institute for Security Cooperation.
